crysis 3 is lagging

i started playing crysis 3 and on low settings im getting 10 or so fps. i have used the following link
http://www.systemrequirementslab.com/cyri/requirements/crysis-3/11526/?p=a and it says my pc can play the game at optimal settings. why is it doing this and how can i fix it?
(i have a slight hunch that my pc might only be using the cpu's gpu instead of my own gpu but thats probably not true)
my specs
i5 4690
8gb 1600mhz ram
win/8 64 bit
gigabyte r9 280 3gb v-ram

Is your video cord plugged into the video card or the onboard video on the motherboard?

The system you have should be running it on way over low.

Systemrequirementslab is a bogus...sometimes it may show that you cannot run the game but still you can play it on high...have you tried other games??...if you have problem with all the games than might be a faulty card...or else you just have to lower you graphics settings and resolution...

it detects the video card when using the link, so im guessing it's configured, but i dont know what else it could be other than my pc not using the primary gpu. i have not edited the clock in any way using the bios (1200mhz max). my pc runs borderlands pre sequel on 1080x1920 on 40-50 or so fps (estimate so probably very inacurate) but considering it works with that game it should work with crysis. i'v scanned my gpu's for updates (using the microsoft auto scan system) and my cpu's gpu wasn't up to date, but that couldn't be it, and it didnt change the games performance

from a friend, it was in its original packaging and installed without error.

yeah. :( . is it possible that it could be that my pc might only be using the cpu's gpu instead of the purpose gpu?
edit: razer cortex doesnt show fps on crysis but does on other games how to fix?
