Bf4 bad fps on High end pc

Hi, i've been having this issue only recently and i have no idea why. I get around 20-30 fps even if i turn the settings down to the absolute lowest. I've run multiple virus scans with Norton 360, cleared random things i havent used in a while. My GPU temps arent high at all, neither is my cpu. I've reset and reinstalled my gpu drivers, attempted to optimise and defrag my hard drive, so now im completely lost as to what it could be.

My specs:
GPU: R9 280x Sapphire Dual-X
CPU: i5 4590
MOBO: Gigabyte Z97-HD3
PSU: Corsair 750 watt modular gold rating (not sure of name)
Hard drive: 2tb Seagate barracuda
RAM: 2x4 Kingston Hyper-X Fury

I hope you guys can help me, since i have no idea what else i can do.

PS - My pc is very similar to the one featured in the video (except i have default cpu cooler), yet i dont think ive ever (even when working properly) had that amount of fps on those settings...

Well i did buy a K70 RGB and installed their software, that would be about it really

1. Make sure v-sync is turned off in game
2. Download some malware removal tools such as Malwarebytes Antimalware and/or Comodo Cleaning Essentials and do full scans. Sometimes anti-virus suites will miss malware that can cripple your system.
3. If neither help, you may need to restore windows to a previous state or "refresh" if using Win 8

Because, ya, you should be getting great fps with that rig.

Also, what are you using to determine your in-game fps? The built-in bf4 one or a 3rd party tool like FRAPS?

V-sync is already off with my AMD controller and also in game too.
I used malwarebytes before and it detected a few things and fixed the issue for 1 game, then it came back... But ill re-run the test. Since im on Windows 8.1 can i use Comodo? It only has support for win 7 from what i see.
Ill try the restore if nothing else works.
And ive been using the in game fps counter - perfoverlay.drawfps 1.

Edit: Malwarebytes detected nothing
Edit 2: Played one game after scan, played perfectly 90-100 fps on Op Locker 64 players, but then i played a second game about 2 hours later with a friend and had consistent 30-40 fps on a 48 player server... Re-ran the scan to see if it fixed it after the game and it didnt effect the performance. Now officially mind blown and lost

You mentioned Norton 360 in your OP. Norton software is notorious for bogging down systems (I consider it a virus, myself). I would uninstall it and see if your performance changes, keeping in mind that Win 8 has native antivirus/antispyware. If no improvement, back everything up and refresh windows.

I un-installed Norton and it has given me a few good games with good fps, though i still get random games that are back to the original crappy fps. From what i see, when i have 40% memory usage and launch bf4 i have good fps in game. But if i have anything over 50% bf4 will run badly again. To reduce my memory below 50% the only solution i've found is to restart my pc and that is such a pain, especially when swapping server, etc.
Would there be a way to reduce the amount of memory i use without rebooting?
PS, Ive tried quitting practically everything to reduce memory usage, though it never seems to go below 50% again

Your poor performance seems related to your memory then. Have you changed your memory configurations in the BIOS recently (overclocking, timings, voltage,etc.)? If so, revert them back and test performance.

Have you tried removing one stick of RAM at a time to see if you have a bad stick?

Hi, sorry i thought id replied to this, obviously i didnt send it :/.

I havent changed my bios at all recently and i also checked my ram sticks individually and they were fine. But as soon as i put them together (in proper dual channel, yes) they seem to hate it. Though they did work well together for 2 days.
But now my pc is killing itself with ram usage. I close ALL tasks that i have that are not windows or OS orientated etc and im getting 77% - 83% RAM usage. I have no idea what to do and i cant find a solution.
