I am planning on getting the msi Z97 Gaming 7 motherboard, and I want to choose the memory to get, I also plan to overclock in the future. My question is, can I get a memory that has a speed of 1866 or 2400 and use it without overclocking?

the overclocking of the RAM becomes more easier these days just enable XMP from the BIOS
the memory frequncy will increase overall FPS
But what I mean is will it work without overclocking my computer? Or will I need to use memory of 1600 frequency if not currently overclocking?
1333MHZ is the default frequency you will see in the BIOS but you can change it to 1600MHZ by change the memory timings

yes, but the initial frequency will be 1333MHZ so you won't get the full performance of the RAM if you don't change the memory timings or enable the XMP

Depends on the individual CPU, most 4690K and 4790Ks will run 1866 while at stock speed, some will will require a slight OC to 2133 and many will require a slight CPU OC to run 2400
