Why GTA 4 doesn't uses power of GPU all the time playing?

When I play GTA 4 it doesn't play smoothly all the time and when I see the GPU monitor after playing the game, the graph shows up and down continuously and when I play Assassins Creed 3 the graph shows 99% GPU usage all the time. My PC specs are :

Intel Pentium E5200
Nvidia GeForce 210 SL 1GB
2 GB Dual Channel RAM

Hate to say the word bottleneck, but possibly your CPU is doing some restraining to your GPU in that game. The amount of world rendered is huge, so you could do with an upgrade. it's 6 years old now, and it was low end at the time. You may want to consider upgrading. Plus you could do with possibly sa little more memory. push it to 4GBs if you can.

Look if you're on a budget go with a Pentium G3258 anniversary edidtion, get decent motherboard, as long as your memory is ddr3.
