having problem running 1600 Mhz ram on 1333 Mhz Motherboard

i am unable to run Kingston 4GBx2 1600 Mhz (8gb) KVR16N11S8 on my 1333 Mhz Intel DH55PJ Motherboard, i know that my motherboard is 1333 and the ram is 1600 Mhz but according to many websites i came to know that 1600 Mhz ram can run on 1333 Mhz Motherboard as it will downclock to 1333 Mhz but in my situation when i slotted the two rams and then turned on my system it just keeps restarting on windows loading screen, i don't why?
My CPU= CORE I5 650
OPERATING SYSTEM= WINDOWS 8.1

Hello, I'm Jewel with Kingston Technical Support. The part number KVR16N11S8/4 is a high density 4GB module. The DH55PJ motherboard does not support this memory since it it high density and low profile. The problem described is what occurs since the system thinks it can use the 4GB modules and then when it tries to fully communicate with the memory when Windows is loading it cannot and causes the system to crash. If you can find the discontinued PN KVR1333D3N9H/4G or KVR1333D3N9HK2/8G they will work in this system. Our currently manufactured memory is supported in Intel systems with 6-series chipsets and later. We are here to help and can always advised on the compatible parts with your system. That board does not support 1600mhz RAM, which doesn't necessarily mean it "can't" work, but it's not supported. Try going into the BIOS and resetting to default or optimal settings and rebooting. If that doesn't work you can try manually setting the memory to 1333 speed and timings in the BIOS. The reality is that a lot of Intel boards don't want modules installed that are not compliant with the support from the firmware and don't have correct SPD values. Many boards WILL downgrade modules to compliant speeds, it's kinda looking like this isn't one of them though.

ok my motherboard recognizes the two rams as dual channel 4GB both sides and gives me a frequency of 1333Mhz but the problem arises when the windows load screen appears, the computer reboots itself? and my one DRAM says its 1.5 Volt so wouldn't be a risk increasing the Volt to 1.55 Volts? and also the strange thing is that when I remove one 4 GB stick and run only one 4GB stick computer gets stuck at windows loading screen.

No none of the stick causes it to reboot but when I slot both of them then the system reboots at windows loading screen

I can also take these two rams back to the dealer and exchange them with two 4 GB 10666 Module 1333Mhz Rams...will it work or i will suffer the same problem again? you can also check about the specs of my motherboard here http://www.intel.com/content/www/us/en/motherboards/desktop-motherboards/desktop-board-dh55pj.html
and also suggest me a great ram upgrade to 8GB (whether its dual stick or single stick)

Its a very strange situation my motherboard is running those rams by downclocking to 1333 Mhz but why the computer reboots itself on windows loading screen :(
The rams i bought are
1= KVR16N11S8/4-SP (4GB PC-12800 CL11 240PIN DIMM)
2= KVR16N11S8/4-SP (4GB PC-12800 CL11 240PIN DIMM)
^I am running these two ram together for 8 GB

Will KVR13N9S8/4 work on DH55PJ?
