Front Panel Power Connector not working on MOBO

Hello, I recently tried to migrate my Dell XPS 8500 (http://www.dell.com/us/p/xps-8500/pd) into a newer case, a Haf 922. I also purchased a new PSU, an EVGA 750 G2(http://www.evga.com/Products/Product.aspx?pn=220-G2-0750-XR). After the first installation into the case the psu would only boot on and off, due to the CMOS restart not having its cap on. After that was fixed and everything was placed tightly and firmly, the PC booted from the power button and it booted all the way to the desktop. Then when I put the side panels on it would not boot again. So I dismantled it and started over. The green standby button turns on next to the mobo connector, and I can get it all to start by removing the cap to the cmos restart. I can get the same effect when I place the fpanel connector to the cmos restart, to prove that the wire is working. But when I place the connector to the front panel pins nothing happens. The Pwr LEDs work, but the power button won't. I have tried it in multiple positions, both + and -, looked at many pictures online of how Dell wants them connected but so far nothing has worked. I also tried using a paper clip on the pins and that wont work.

Is there any chance the side panels are making contact with anywhere on the motherboard? That could cause a short circuit.

Is the wiring in your new case from the front panel all intact, no worn insulation?

That's all I can think of.
