Weird Wireless connection problem

Some wired wireless connection problem occurs on my PC/Desktop recently. The connection is good(the internet icon shows no problem) but there is no data download/upload. It is complicated so let me describe it slowly.
First, It was fine until I re-installed my system. So I guess It has a great chance somehow caused by re-install the windows. I have good signal in the room, and It was working before, so I think it should not the signal strength problem.
Second,how I test the internet is I open CMD and type 'ping www.google.com -t' and look at the latency. It is somewhere 10ms-30ms when I do nothing, which is normal I think. But, sometimes when I opens a browser or online game. latency jumps to 3000+ or just say 'request timed out' and basically internet is down (while the internet icon at bottom right looks perfectly good.) So this is the problem I get.

I had some observation and seems When I close my firewall, it get better sometimes(got connection for few seconds or minutes here and there. No pattern), not always works. And more ridiculous thing is I realize that when I move my mouse, It gets a high latency (compared to when I do nothing.) I tried to use a different wireless adapter, its same problem. And When I use cable, everything is fine. So I think Its related to the wireless part on the computer.
Now here I just found out something new. When I use a browser called 360, Its a Chinese browser, everything works fine WHEN THERE IS DATA FLOW ON THAT BROWSER , for example, If I load a youtube video on 360 browser, everything works fine, I can use other browser like google chrome and play online game, download etc. But when I close youtube tab on 360, everything is down.
So I call this 360 method for now(open an youtube on 360, leave it and do what I need to do). Sometimes, When I use 360 method for a while, everything works just fine without 360 browser open. So this confuses me again. My feeling is the 360 browser opens up some kind of path/unblock something that allow data go through wireless adapter, but its just a guess. And I tried some other browsers like firefox and IE does not do the trick, incognito does not work too.
I have tried re-install system few more times, delete/update/re-install wireless adapter driver, new wireless adapter. Nothing works. It is very random the internet will work sometime.

I really hope if someone can help me with this problem or at lease give me an direction where to focus on.

My writing is very messy so any part confuses you, let me know.

- Check your anti-virus program. If you have one you can usually tell it to disable for 10 minutes or something and test if that makes any difference at all. (probably not since you said a direct connect works but wireless doesn't)
- When you open a browser try Right Clicking it and choosing Run as Administrator and see if that does anything for you.
- Try resetting the browser settings back to Default. For IE you go into Internet Options and choose Advanced Tab and the button to Default everything is there.
Those are all some basic things to try but another thing you can do is check your Router settings. Log into your router and look at all the wireless settings for it.

Those are all some basic things to try but another thing you can do is check your Router settings. Log into your router and look at all the wireless settings for it.
You can always use the tiny reset button on the back of the router also. The one that looks like a pin hole. Press and hold a few seconds then unplug / replug the router and try it all again.
If still not working try going into CMD and using IPCONFIG /release and then IPCONFIG /renew just to refresh your ip address.
