Using AMD CPU Overdrive

When using amd cpu overdrive in catalyst control center I did the test and set my fx 6300 to 4.1GHz it still doesnt go above 3.5GHz. Any advice?
I have a Gigabyte 970a-ds3p if that matters and an aftermarket cooler.
