Windows 7 installing ATI drivers and failing to install AMD drivers

I recently got an MSI Radeon R9 270x GPU. I am running Windows 7(64-bit), 12GB RAM, AMD Athlon II X4 CPU.
My device manager says that there are two display drivers;

ATI Radeon HD 4250
and
AMD Radeon R9 200 Series

The ATI driver is fully installed but the AMD driver failed to install. I ran the CCC setup for the correct drivers (based on the AMD website driver install guide) but the AMD drivers always fail to install. Rick clicking on the failed driver and selecting properties gives the message "Windows has stopped this device because it has reported problems. (Code 43)"

Note: The drivers re-install every time I reboot, and during that process I check the device manager. I noticed that while the driver is installing, it is under the "Other Devices" category, and says something about VGA Compatible. The card doesn't have VGA out, and I am using the DVI-D output (dual link cable if that makes any difference).
 
Solution
download DDU driver uninstaller than set it up and open it should ask you about going in to safemode click yes and go safe mode open it up again in safemode delete the drivers of amd on the option that says delete drivers and restart
