Help with a variety of problems that all started happening at once?

Yesterday my computer was working fine with no problems whatsoever. The only thing I did recently was install Borderlands: The PreSequel and a service called Evolve. I installed both these yesterday and my computer still worked fine. Today I started experiencing a variety of odd problems.
First, my internet wasn't working. I have my desktop connected to my laptop with an Ethernet cable and get internet via my laptop's wifi. This has been working fine for the past month since I started but today it was not and I had to type the commands
ipconfig /release
ipconfig /renew
to get it working again. I now have to do this every time I boot up my pc, or else internet will not work. It works immediately after entering this. I played games for about 2 hours and then opened Google Chrome, or tried to. I am running Windows 8.1. Nothing happens when I click google chrome. It worked yesterday, now it does not. So I opened internet explorer which works fine and found a youtube video that is a tutorial on how to fix google chrome not opening. There was no video, the usual youtube ad did not play, I got audio, and my computer sort of froze. I could move the mouse but nothing would highlight. I clicked close and it took a few seconds and then closed.

I figured evolve may be causing problems as it has to do with networking. So I attempted to uninstall it. When I clicked on it in uninstall or change a program nothing happened. So I clicked it again. It said I need to wait until the previous program is finished installing. I waited a couple minutes and nothing happened.
Now I thought maybe If I restarted my computer it would fix everything. I shut if off normally through windows 8.1 and it said the usual "shutting down" and the display turned off, but the computer fans and leds stayed on for about a minute after the display turned off. After this I booted it up and shut it down again and the same thing happened. So I attempted to do a system restore, or windows 8's version of it, and when I click "get started" nothing happens. All of these problems are still happening. I have no clue as to why. I built my computer the end of September this year. My Specs:
i5-4590
Sapphire Dual x R9 280x
8gb ram
1tb HDD
Asrock h81m hds

I have spent the past hour researching and trying different solutions. I am lost as to what to do. Any help would be greatly appreciated. Thank you for reading all of this.

*Update*
When evolve fails to boot up it has a link that says "help" and chrome is my default browser and this opens google chrome. I attempted to watch a video in chrome and it worked fine. This is one problem solved, I guess. Any help for the other problems would be greatly appreciated!

Oh OK then, evolve child safety services was the first thing that appeared when I searched for it.

Its probably just a corrupt install,

Press f8 on system post to enter boot options,

If system restore doesn't work, backing up files is the correct approach.

Evolve is a service for playing games multiplayer through lan. It is similar to a program called Hamachi, which you may have heard of, but it is easier. My friend also got evolve and has no problems. He got the game aswell. We played the game through this service with no problems for a few hours yesterday.

I attempted to boot to safe mode through msconfig, but when I go to "run" and enter msconfig I get an error. It says it cannot be opened. I know there are other ways of booting to safe mode and I have not tried them, but if that is what I must do I will back up some files and then try it if there are no other solutions. Thank you.

So its connected by ethernet and wireless? Probably not a good idea

I would get something better than chrome. Its buggy, its like a malware magnet!

Have you scanned it for malware?

I usually use internet explorer. I used chrome to see if youtube videos work, and they do. I did a scan in malwarebytes and Windows Defender. I have a free trial of the full version of malwarebytes too, and no malware was detected.

I shut down my computer, then waited a little bit, turned it on and mashed the f8 key. Nothing happened.... It booted up as usual. I only tried it once though, so I will try it again.
