Which is better? Phenom II X4 960T + 6950 VS. Kaveri 7850K

A friend is selling me his old computer which consists of an AMD Phenom II X4 960T Black Edition and a 1GB Sapphire HD 6950 1GB/256-Bit. For a slightly higher price, I could build a PC that's based on AMD's 7850k Kaveri APU. Which of the two is the better proposition? I have no idea how the built-in graphics of the 7850k performs, but what I'm sure is, more often that not, a dedicated card will always be faster than an integrated one.

Main uses for the computer will be just for web browsing, and gaming at 720p on a 18-inch monitor. It will also be used for light CAD work.

the 960t + 6950 is much better far better than 7850k for gaming. The 7850 cpu is probably a bit stronger but the gpu will be the limiting factor, the 6950 is a fair amount better. Depending on the motherboard and cpu you can unlock the 960t to a 6 core i believe, or overclock the 4 cores quite a bit, or both. Depending on the motherboard you may also be able to upgrade to an 8350.
