Concerned about CPU temps with AMD FX-8350 4.0 GHz + Hyper 212 Evo

This is part of my first gaming build and I'm concerned if my CPU temps are normal or too high.
AMD FX-8350 4.0 GHz 8-Core Black Edition (No Overclock)
Cooler Master Hyper 212 Evo

I used the pea method for applying thermal paste, but not on the CPU. Instead I spread a nice thin layer on the CPU cooler (spread with my Gamestop Powerup Rewards card :) lol) and made sure to fill the gaps between pipes, no bubbles. So far I have not had any problems, but am not fully sure if this is good application.

Tested with CPUID HWMonitor and Prime95 for placing CPU under load

Would it also be safe to start OCing? Possibly to 4.5 GHz?

Roger all that; those temps and voltages look just fine. I believe you are good to go with a little overclock. As for the paste,if those were the instructions then you did well, as the temperatures show. Try Prime95 again, but with 32.8C in BF4 I don't think you need worry about temps.

Looking at the read-outs there is some problems with the monitoring program. 198C is Not even real or your PC would be toast.
Check your temps in the BIOS (since nothing will be running they will be idle temps) and your voltages. Write down what you find.
Then try HWInfo64 for a monitoring shot.
Post what you found in the BIOS and the shot of HWInfo stuff.
Software reporting of power use and temps is not the most accurate, and in my experience CPUID is really poor with AMD boards and CPUs.
I wouldn't think about overclocking until we see the temps etc. of the new program. I just checked my temp on my 8120 with a very light OC and it is idling about 30C. You may have to remove the 212 and thoroughly clean it and the the CPU as you may have inadvertently misapplied the thermal paste; too much in and around the heat pipes will act as an insulator rather then a good conductor. If you re-do it, just put that pea-sized amount on the CPU (you don't need the line of paste as shown in the linked tutorial) and then make certain that the 212 mounts firmly and securely onto the CPU.

I used the paste that came with the cooler and the instructions stated to apply a thin layer to the surface of the cooler.
My case is an NZXT Phantom Black/Green Full Tower

These are my BIOS Temps after 5 Minutes Idle
