Is clock speed more important than memory size in a graphics card?

Right now I am stuck between the Radeon R9 280 and the EVGA GeForce GTX 660. They both have the same stats, except that the EVGA GeForce GTX 660 has more clock speed; but people say the radeon R9 280 is better overall. Can someone help me out and tell me which one is better?

Just to add to all of the above, simply comparing specs between cards will not help you determine the performance difference.

Looking at ACTUAL gaming benchmarks is the only reliable way of comparing them.

So yes, the R9 280 is a lot better card.
