It's not an Intel Haswell compatible PSU. The +5V rail will actually drop out of ATX12V PSU specs even when the current draw on the +12V rail drops as low as 2 Amps and the +3.3V and +5V rails have a heavy load on them. It's based on Seasonic's older group regulated design and that's why it behaves that way.
