GPU acting wierd after dust off

After a routine dust off: GPU fan kicks in at max speed and I get no signal on my screen after I try to boot it up.

Specs:
Asus M5a97 LE R2.0 Motherboard
AMD FX8320 (fx 8-core 3.5GHz, 16.0 Mb cache)
Kingston 8gb pc3 1600 ram
Radeon HD4870 1GB DDR5 ATI Sapphire GPU.
Coolermaster 600w power supply

Everything seems to boot like normal except my GPU's fan speeds at max, I am not a know it all computer guy so help me if you can!

Everything I quite new except for the GPU and power supply.

I took the gpu out of it socket to clean it well, did it die in the process?

I'd start with the easy explanations first:

1. When replacing the card, it was not absolutely, completely, and perfectly seated in the socket. I was given an Dell E520 and I changed the GPU to a used GT440. It worked really well, but I moved the system a few inches with the monitor cable still attached and rebooted which = fan roar and black screen. Moving it, the cable had pulled on the card DVI connector and dislodged the card a tiny bit. A big effect considering I could barely tell it wasn't seated correctly.

2. If you cleaned inside the case when the card was out, enough computer fluff fell into the GPU slot to prevent complete contact.

Here's hoping it's the easiest thing!

So I cleaned up the gpu socket and connectors with compressed air to make sure nothing was in there. Refitted the card like It should be but it is still the same scenario when it boots up.
