AMD FX-8300 why does Windows show 3.1Ghz?

Hi, I just bought an AMD FX-8300 to replace my FX-8120 but after updating my motherboard's bios (Gigabte 990FXA-UD3) and booting up, when I right click on my computer Windows shows the processor running at 3.1Ghz when it should be at 3.3? Is there anything special I should be doing after changing processors?

In the bios under CPU Clock Ratio it says: [Auto] 3300Mhz which is correct. The "old" 8120 was 3.1Ghz, could it be that Windows is confused with the old CPU? Although it does correctly show it as AMD FX-8300..

Also when I run Prime 95 it doesn't get over 3120mhz in CPU-Z or Core Temp. The max temp is only 25C under load which is awfully low! I'm totally confused. Max TDP is 94.9W as it is supposed to be a 95W processor is it possible that it was underclocked by AMD to stay below 95W?

It's the 1.1. I cleared the CMOS by shorting the pins while the PC was off and now it shows up correctly at 3.3Ghz. Still find it weird, but then I'm not an expert at this stuff..
 


When running a stress test like prime 95 or intel burn test, do you ever see your CPU speed shoot down?

I' running prime 95 now and all 8 cores are at 3300mhz but they each shoot down to 2900ish for a split second and then go back to 3300. They don't stay at 3300 constantly. Coretemp says 201.31x16.5 but the multiplier goes down to 14.5 for those split seconds.
 


II'm sorry Im a bit tired right now.

So how long does the speed drop down for, and do any workers stop?
