2x8 if you want to be able to grow in the future. And unless its the Xtreme series from Intel it will most likely be a dual channel vs quad. This doesn't really matter any more though as its performance difference is negligible. Unless you are an android and can tell the difference in milliseconds you won't notice performance differences between the two.

Leaving slots free would mean more freedom when upgrading in the future. It would also be preferable if you overclock.

However it is worth bearing in mind that most configurations will not use 16GB of RAM. 8 is already sufficient for most enthusiasts, and it can even be plenty in some memory-heavy applications.
 
Depends how many slots are on the mobo. And how much ram it supports.

If its got 2 slots and supports 8 GB obviously 2x4, since you cant put 2x8 GB on a mobo that only supports 8 GB

Same as mobos that support 16 GB. You cant use 2x8 GB if theres 4 slots. You have no choice but to install 4x4 sticks

Only way youre going to install 2x8 sticks, is if the mobo supports 32 GB max if there's 4 slots

Of course it's a serious mobo and supports up to 32GB.
I am surprised if a mobo supports 16 I can't put 16 in 2 slots anyway :-.

As for usage, I read 40 Chrome tabs use 2,5GB.. and I wont to keep about 200 tabs active (on 2 browsers), or run 2 OS at the same time.. and I don't want to see a slow down. Guess 16GB are right for me.
