Step by Step pc setup guide?

I am gonna build a pc soon, and here are the specs :-
CPU : Intel 3.4 GHz LGA 1150 4670K i5 4th Generation Processor
Graphics Card : Asus NVIDIA Strix GTX 970 4 GB GDDR5 Graphics Card
Motherboard : ASUS Maximus VII Ranger Motherboard
Keyboard : Razer Deathstalker USB Keyboard
Mouse : Razer Deathadder 2013 6400 DPI USB Optical Gaming Mouse
(the rest isn't really required so I didnt put it in)
I am building this pc from scratch so after assembling all the components,and opening bios what do I do?
Note: I know how to boot a device from usb, hdd, ssd or a optical drive, what I wanna know is do I have to install the keyboard and mouse drivers before the windows installation or after? and how?
I am asking because it is really confusing as most installation these days require atleast keyboard and/or a mouse to complete and all the answers I've found say that the keyboard and mouse and directly be used just after plugging it in, if that is so then why are the driver disks required?

that mouse and keyboard require drivers so it can use the software. but without drivers they'll work fine aswell.
so after installing windows you can install the drivers from the keyboard and mouse

seeing as you are using razer product, the software i mean is that you can play aroudn with the srtitngs from the mouse in software from razer rather then the controll panel from widnows itself.
making macro's and changing what buttons do etc. so that's what you need the drivers for
