New Build - No post/boot - followed the guide already - need some ideas

Alright, so.. new build, hit power, CPU fan spins up, Q-Code counter cycles to 13, then stops, powers off on its own, repeats until I turn off the PSU. Followed the steps from the guide, flashed new BIOS, reset CMOS, unplugged everything but power, CPU and RAM, disassembled for visual inspection (no bent socket pins), put on stock heat sink... same problem. PSU is good, just pulled it from my last build which was working fine, and is actually just a month old. I don't think the RAM is a problem, don't think the boot is making it that far, but for good measure I tried two different DIMM's in a couple locations.

Video below shows boot sequence. So I think it's down to MOBO, CPU, or maybe something with the case is causing a short. Any ideas on how to isolate CPU/MOBO without an extra one on hand? Was thinking about doing a breadboard thing tonight, what kind of surfaces would make good test beds? Possible I installed the mobo too tight... twice... I dunno. I'm also lacking a system speaker, might pick one up tonight.

If anyone could take a look at the video/pic and tell me what you think it would be appreciated. If it's against the rules posting vid's/pics, my apologies I'll remove.
