Destination Folder Access Denied

So, I bought a refurb HP EliteBook 2560p to replace an Acer AspireONE that's literally falling apart. It has Windows 7 64-bit. I set a restore point for the "fresh install" then installed Windows Updates. I installed AVG Free 2015, and the Firefox and Chrome browsers. I ran the Windows Easy Transfer wizard on my old netbook (12 hours of transferring!) and today I transferred the file to my new netbook. I couldn't transfer everything, because the HP hard drive is half the size of the old one, but I selected folders not to transfer, and everything seemed to be okay. I installed Office 2007 today, and successfully transferred my old .pst file. I needed to copy a disk for my boss, so I tried downloading Imgburn. That's when my problems started.

Imgburn downloaded successfully, and then AVG popped up a virus warning for OpenCandy. I let AVG do what it wanted to do, which was quarantine the file. Then I decided to download Imgburn from a mirror, figuring maybe one was corrupted. It wouldn't let me download to my Download directory -- it gave me an error: "destination folder access denied." I saved to my User folder and then the same AVG popup came up; again, I let it do the recommended action and it quarantined the file. I Googled OpenCandy and found that it's now bundled with Imgburn, but there's a command line string you can use to run the installer without the OpenCandy offers, so I downloaded it again. This time, it wouldn't let me save to either my Downloads folder or my User folder; I had to save to an external SD drive. This time, I told AVG not to quarantine the file.

I then tried the experiment of copying the file to the Download directory, but was given the same "destination folder access denied" message. I then thought about reverting to my fresh install restore point, but found that System Restore was turned off. When I tried to turn it on, nothing happened. I went into System Protection from the Control Panel, and found protection was off for all drives. I tried changing the C: drive Properties to On, and received a different error: "Could not apply the settings for the following reason: The filename, directory name, or volume label syntax is incorrect. (0x8007007B)" But now, it says "on" for system protection on the C: drive. I just now tried setting a restore point, and it says it was successful. Of course, that doesn't help me right now, with my destination folder access issue.

Is this an AVG thing?

UPDATE: Disabled AVG and it let me copy files to folders that were previously unavailable. So it IS an AVG thing. Unfortunately, they removed their old forums, where you used to be able to report these things and get answers in a timely fashion...
