BACKGROUND:
- Past few months I started hearing a skipping/grinding noise every once in a while, but no problems or performance issues with computer or old video card(Radeon 7770)
- ~1 week ago I updated to Windows 8.1 and decided to buy a new video card(GIGABYTE GeForce GTX 970).
- Installed the GTX 970 and drivers and everything seemed to be working properly.
PROBLEM:
- Within a day or two I started to notice graphics problems with regular images, video, and especially games.
- YouTube videos at 1080/720p look more like 240p, 360p, or 480p and worse with movement.
- Videos are glitchy and an interlacing problem maybe?

- Games in Ultra High/High 1920x1080 look like they are Ultra Low quality or worse with jagged edges.
- Images(viewed in IE/Chrome/Windows 8.1 Startup UI) look grainy, corrupted, and lower quality in some spots.
TROUBLESHOOTING:
- I uninstalled and re-installed the drivers from manufacturer(Nvidia Control Panel) and Windows 8/8.1 multiple times.
- Didn't fix it, so I tried putting in my old video card(Radeon 7770) and updated drivers(Catalyst Control Center) to see if I could get back to no problems(I thought maybe the GTX 970 was defective at this point).
- But now the same problem is now happening on the Radeon 7770 as well after many uninstall and re-installs of drivers and Windows.
- Downloaded updated Chipset/BIOS for XPS 8500 from Dell.
- VGA/PCIe options aren't showing up in BIOS.
- Ran Driver Sweeper and CCleaner with uninstalls of drivers.
- I tried screwing around with the Windows 8/8.1 scaling levels.
- I thought it had to be a driver problem(tried older versions of drivers, windows settings, etc, on both cards), but not so sure now.
