PC won't boot from bootable USB

Hey guys, I've recently put some parts together for a pc and turns on and all seems to be fine (no operating system installed) and I've extracted the windows 7 .iso to a usb that has been completely formatted and plugged it in and tried to boot from it and it just seems to say that there is no operating system on this device or something along the lines of that, I've tried it with two usb's and no luck with either one. Please help!

Try your usb on another PC. It might not be bootable.

How did you extract it??

You need something like Rufus

did you use the microsoft iso to usb tool. some tools dont make the usb stick bootable. if the mb is a newer unit that made for windows 8.1 make sure secure boot is off and legacy boot is on in the bios.

I was using Power ISO and it's for an older pc, so it automatically has legacy boot.

A friend said he might be able to help though thanks everyone, helps a lot.
