Stuck below Factory GPU Clocks

This started a few days ago where in GPU-Z it registers that my graphics card's clocks are higher than stock but when I run anything it goes to 1020mhz core and 1400mhz memory, which is 'below' the factory set clock. It used to run fine at 1180mhz core and 1550mhz memory but now it doesn't even increase the clocks.

Also, I think there's a problem with the fans as it makes this really annoying noise sometimes that doesn't sound like a fan blowing, kind of like a shrieking noise I don't really know...But yeah my GPU is running below stock clocks and I don't know how to fix it. I've had the GPU since February this year.

My GPU temps are around mid-60 degrees so it's not throttling or anything. I vacuumed out my PC as it was kind of dusty and now it doesn't make that annoying noise anymore (I think..) but my GPU clocks still aren't going to what I set them to be.
