I already have all components in my amazon cart. I copied most of this from another PC build. I'd just like comments on my expected performance, and what I can expect BF4 to run like on this build. I'm open to changing out any of the parts, I just don't want to add too much to the price.

Amazon cart is at $659.08 before shipping, which is mostly free due to prime.

If I do not overclock will I need any additional cooling? Otherwise, if there are no further suggestions I'm curious about what I could expect out of this.

60+ FPS on high 1920x1080 in BF4?

no... you're listening but you're missing the bulk (and I would say the most important parts) of what they're telling you. sorta like getting that grapes and different from apples due to their color. it's true, but there is much more then just that going on.

1) there really aren't any mATX motherboards i'd put an FX 8 core cpu into. FX cpus produce an incredible amount of heat on the VRMs of a motherboard. due to the size of a mATX motherboard there isn't enough heatsink or vrms (more vrms= better temps and cleaner power for a cpu) on those small motherboards to keep an 8 core happy. you run a very real fire hazard risk on them.
the rules for chosing an 8 core fx cpu motherboard are as follows

1) only buy asus or gigabyte (asrock and msi tend to use cheap VRMs, so while they might have good cooling or a lot of vrms, typically their boards die faster, or simply can't maintain good clock speeds)
2) only buy ATX sized boards
3) only buy an ASUS board with 6+2 or more vrm design, only buy a gigabyte board with a 8+2 vrm design
4) only buy a motherboard with HEATSINKS on the vrms.

these rules really limit you in choices... the result is the ASUS m5a97 r2.0 (NOT THE LE VERSION) is typically the cheapest asus board that will run an 8 core fx. while on the gigabyte side the GA970 UD3P is probably the cheapest board you should buy. Typically you can get a much better motherboard for a little more then both of those, i would suggest a fantastic quality budget option being the ASUS m5a99x EVO r2.0.

POWER SUPPLIES -
they're telling you the cx psu isn't very good and to spend a little more to get a better one. they're not telling you it's TOO EXPENSIVE for the quality, they're telling you it's not quality enough. Frankly, the CX series is literally as cheap a series of psus as you can get and be reasonably certain it won't blow up your pc and burn down your house. any psu you find that's cheaper is a certified fire hazard.

I'll say it in different words then they said it. Spend an extra 20 bucks and get a high quality psu. save yourself the headache of a crappy psu and the damage one can cause.

To that extent these are all EXCELLENT brands of PSUs, you can find one in your budget for the Wattage you want
Seasonic (anything)
XFX (pro/xxx series)
Antec (HCP/ HC Pro, or Signature series)
Corsair (AX series)
PCP&C (Turbo Cool or Silencer series)

the cheapest psus i listed will probably be either the XFX or Antec... though with black friday coming up, you might find a killer deal on any of those.

The need for overclocking-
I'd say there is a need for overclocking. if you can overclock the cpu up to 4.4ghz or better you'll probably be able to hit that 60fps in pretty much every title at 1080p and 60hz... however. There will be some titles that will challange you on the highest settings. in my experience you sorta need an FX cpu up to 4.7ghz to not bottleneck in the toughest games. if you can bump that chip up that fast you'll probably never know you're on an AMD and not an intel... not on a 1080p and 60hz monitor you won't anyway. To hit any of those numbers (4.4 OR 4.7) you'll need a solid cpu cooler, the stock one will not do. a closed loop water cooler like an h80i, h100, h100i or more, or a top end air cooler like a nh-d14 will likely get you those clock speeds.

OTHER SUGGESTIONS
get an SSD. You'll want to send me an xmas present after you do.

I have an external as well, which I could use until I bought a dedicated storage drive. So I'll take the 1TB off the list.

Here is the final build in my cart. http://www.amazon.com/gp/registry/wishlist/3FHIIX30JMFPO/ref=cm_wl_rlist_go_o?
