Computer shutting down- Is the PSU the problem?

Hello,
I'm alright with computers but I need a second opinion. These past few days my PC has been shutting down when running intensive tasks. When I reboot I enter the Asus Sabertooth BIOS screen. It says the CPU temp is about 70c. This does seem high but im pretty sure that's not a prerequisite for shutting down a PC. I do think however the CPU fan is not getting enough power. The 3.3 V, 5 V and 12 V blue bars on the BIOS screen aren't full. Should they be? Does this indicate a problem with the PSU?
 
Solution
If your CPU temp is 70C at start up then its definitely high have you overclocked the CPU ? if not then remove the CPU clean the old thermal paste with cleaning alcohol and apply a drop of new thermal paste also check whether the fans are spinning correctly.

First deal with this problem if it solves the shutdown then you will know its a overheating problem if you still get the shutdown even after managing the Temps then the PSU is dying.
