It is possible provided:
1. You don't mind losing all your data on the drive you are cloning to.
2. You have software to do it.
A few things you might think about. You might have an old FAT partition on your old hard drive, depending on how big your new hard drive is, this may be an issue.

The reason I am thinking about cloning is because the new computer I have has a sata connection for the hard drive and the one I have is an ide. The data that I want is from the ide connectio . There is an ide cable, but its for the CD drive and I still want to be able to add software in the future just in case.

On your new pc, why not use the usb to ide cable and attach your old ide drive. You can just copy whatever folders you want from the ide drive to your new pc. Or, there are ide controllers that you can add to a pci or pcie slot.
If you have not done so, build your new pc around a ssd for the "C" drive. It makes everything so much quicker.
120gb is minimum, but it can fill up fast. 240gb is better. Look for Samsung or intel.
IDE is slow for hard drives and dead. A sata dvd drive costs $20 or so. Plan on that.
