On your new pc, why not use the usb to ide cable and attach your old ide drive. You can just copy whatever folders you want from the ide drive to your new pc. Or, there are ide controllers that you can add to a pci or pcie slot.
If you have not done so, build your new pc around a ssd for the "C" drive. It makes everything so much quicker.
120gb is minimum, but it can fill up fast. 240gb is better. Look for Samsung or intel.
IDE is slow for hard drives and dead. A sata dvd drive costs $20 or so. Plan on that.
