Possible bottleneck or other issue when running crossfire r9 285's PLEASE HELP

I have dealt with these issues since day 1 both cards are verified to be in good working order when running by itself. I've been patiently waiting for more info about these cards to be put out there but it's taken two months for just 1 review with crossfire benchmarks so i need some tech savvy people who know what's going on so i don't have to wait a year to fix this haha

I only have a few games on my current PC but the ones i do have cause issues with crossfire. BF4 in particular (after some digging found out part of the problem was bf4 which is now resolved) According to a recent crossfire benchmark should be phenomenal, I however see frame rates comparable to 1 card.

Tomb Raider on the other hand runs fantastic, right where the posted benchmarks are.

I think the most important point i need to make is that in games which the crossfire is not running very well neither CPU (cpu 50-70% under in game stress) or GPU (between the two cards 50-120%) usage reaches 100% in any game experiencing these issues. Normally i would credit this to driver issues but after seeing crossfire benchmarks for this setup i'm fairly certain drivers are not the issue I also experience frame drops when running crossfire in these stubborn games (usually a brief quarter of a second lockup then a 20-30 fps drop)

Setup:
I am running 2 R9 285's an FX-6350 @ 4.6 ghz along with 4x2 gb of 1600 mhz G Skill memory on a Crosshair V Formula-Z. I do have a sound card in one of my pci slots which has known driver issues but taking it out and uninstalling made no difference. I am running the latest beta drivers, all drivers to date have had the same issues. If any other part of my system is relevant please ask.

Does it make a difference that I have the cards in the 1st and 3rd pcie slots? Do i need to use the 1st and 2nd?
