That voltage seems too high for that frequency. You should be able to hit 3.5 with 1.2 vcore or less. Don't leave key values on auto. Manaully set vcore, qpi, and dram, at the very least
There are no exact settings, each motherboard and CPU is different. You can look at the overclocking sticky posts on this site and get a general idea. You then need to do some testing to verify that you are not causing to much heat to be created in the CPU.
