Noctua NH-U9B SE2 vs Low cost water cooler

I have a Corsair Carbide Spec-01 and the max CPU cooler height is 150mm. Im thinking the Noctua NH-U9B SE2 but if anyone can recommend a better cooler i will be greatly appreciative. I will stretch my budget if it is better. I do plan on doing a fair amount of overclocking but nothing crazy. 4.3 is GHZ I will be running a Intel I5 4690K

For a low profile fan there are a ton of good options. Zalman has some incredible price to performance options that are also very quiet. I use a Noctua NH-C14 on a 4790k that doesn't go over 55c for CPU temp in a lower air-flow horizontal case, running only (1) 140mm fan on the cooler.

Something like the Corsair H80 or similar will see about the same cooling capacity as one of the larger air coolers that will fit in that case.
