Bought new RAM and computer doesn't boot up right while all 4 installed

Starting with specs:
Intel i3 cpu
msi H55M-ED55 motherboard with 4 PCI slots

Right now I have 4 sticks of 1GB RAM. I went out and bought 2 sticks of 4GB making sure they were DDR3 so that they matched and would fit. I tried installing both of them at once while keeping two of my 1GB sticks in for a total of 10GB. I tried to start my computer but none of my accessories turned on (mouse, keyboard, headset) and nothing displayed on the monitors. When I went back in and took one of the two new sticks out (4GB stick) My computer booted uo just fine and says I have 6 GB of RAM available. I've tried switching out the two sticks and they both work fine, I have also tried switching around the PCI slots they are in and they all work fine I just can't have all 4 in at once and have my computer boot up correctly. Any suggestions?

Were they individual 4GB sticks or a pair in a single package? What model#(s)? Initially would try 4GB sticks in slots 1-3 from CPU,if they boot together raise the DRAM voltage + 0.06 and raise the CPU VTT to 1.14, then can try adding the 1GB sticks in 2-4
What are the speeds and model numbers of your old RAM and new RAM. They need to also be the same speed and preferably the same latency as well, not just DDR3, to be compatible. They also need to be in specific slots. The old RAM should be in the slots for one channel and the new RAM should be in the slots for the second channel. Or visa versa, either way.

You can run CPU-Z, which can be downloaded for free (Google it) and look at the SPD tab to find the model numbers and other information regarding how the system sees the memory.
 
Here is the population recommendation. Put your two new modules in Dimm slots 1 and 3 and your old modules in 2 and 4. Or reverse, either way.
