Windows 7 will not install any drivers and won't accept any usb/bluetooth devices.

My problem(s) stem from first purchasing my computer pre-built from tigard direct a few years ago. At first I had no issues, but after some time my PC's admin permissions started to act strange.

With certain driver updates it would tell me that I didn't have permission to install said driver and after some time would stop installing usb/bluetooth devices saying that it could not locate the driver needed. I consistently used malwarebytes (and various other anti-virus programs) to check for viruses, but after many checks this was not the problem.

I attempted a System restore from a previous time, but realized that no such backup existed, so I decided to boot up BIOS and go into safe mode, but when I attempted this I was greeted by a loud ringing noise coming from my computer. It has been said that this could be a faulty device, but I am not sure how to figure out which piece is the problem.

That being said, my last and final issue was when I wished to re install windows 7 I realized that the company never sent a start-up disc, but rather just installed it to my PC.

My question is, is there any way to diagnose this? Is it a part of my PC that is faulty or could it be the OS?
