Do I need a 850w power supply for my build?

I recently got a MSI GTX 970 gpu and my build seems to be having problems since I installed it.
2 of my USB ports have lost power and the screen seems to be getting darker and fuzzier along with other strange effects when I play games, I was wondering if it had anything to do with my power supply (I'm not excellent with computers).

I currently have a 700w power supply, here is the rest of my build:
-GIGABYTE H61M-D2H-USB3 Motherboard
-Quad Core Intel i7 2600k 3.4GHz
-MSI GTX 970 4GB GDDR5
-8GB RAM
-64 bit Windows 7

If you could tell me any problems that you can see that would be great.

So would an 850 be better or should I just stick with a 700 but buy a better model?

Yes...try EVGA G2 Supernova...XFX or Seasonic

Buy a quality 550W-650W power supply. Rosewill Capstones are really nice (made by Super Flower) or anything made by Seasonic. XFX has a really nice 80+ bronze 550W power supply also (I think it's made by Seasonic).
