Upgrading RAM 8gb to 24gb - does CL matter?

So I need some more RAM and i want to max out the slots..
i have 2 empty slots in my laptop.

I am running DDR3 2x4gb 11-11-11-30 (according the cpu-z)

I am looking at the Kingstong DDR3 HyperX 2x8gb 1600Mhz
question is does the CL matter? reason i ask is that i don't see a lot of CL11 RAM sticks at the store i want to get them from...

am i ok going with CL10 or CL9?

also funny thing is i can't find the RAM Sticks that came with the laptop under the cover haha... i only see the two empty slots.... there are 2 HDD under a grate and the ODD but no other RAM

No, I'm saying to get 2x4 GB as it'll work in dual-channel, which is faster than 1x8 GB.
Either CL9 or CL10 will work fine with CL11, but the new RAM will have looser timings (they will automatically be clocked to CL 11-11-11-30).
I would say add 8 GB of RAM at most as you're not going to use 24 GB except if you open five instances of all of the programs you have installed.
If you're paying 5-10$ for CL9 RAM, don't do it, a latency difference of 1 is negligible, not even a 5% performance increase. If CL9 is 1-3$ more expensive than CL10, I personally would get the CL9 set.

so your saying get only 1 8gb 1600MHz stick at CL 9?

CL9 or 10 won't conflict with my CL11s?

I'd go for 16 Gb total system RAM. There are single games out their that require 6--8 Gb to run.

On CL, system will run at the slowest RAM speed you have installed, in your case, CL11 is the slowest CL9 the fastest.
