I've backed up my mac with my toshiba external hard drive and now it will not let me access the files on my new mac that I just purchased.

Hi there saddle ranche,

What do you mean by "will not let me access"? I mean, do you get some error message or you do not see the drive at all? If you have backed up your data with Time Machine, you should retrieve your data with Time Machine as well.
Another thing you should check out is whether you see the partitions of the drive in Disk Utility.
