CPU too hot on idle and startup

Hello, hopefully someone can help me with a problem i've been having with a new pc I built this week.

Now, my problem is a hot CPU. When I turn on my pc and go to bios/uefi, the readings will start at 50 Celsius immediately (shouldn't it need to warm up 1st?!) , then progresses to 64 - 64.5C after 10 minutes. After this it will stay at 65 - 64.5.
I have reapplied thermal paste that I bought at radioshack (could that cheap compound be the problem?) by putting a glob in the center of the CPU and installing the Stock heatsink/fan. I have even been keeping my case open but it seems to make no difference in the temp. readings. Furthermore, my heatsink does not feel hot to the touch at all...but I don't see how I could have attached it incorrectly.
Another theory I have is..maybe my powersupply is faulty? I know the Corsair CX 430W isn't that great..and it's not even made by Corsair, right? Should I try exchanging it for another cx 430w, or upgrade to a cx600w?
Anyways, thanks for reading. I really hope someone can help me with this, I will be forever grateful! Can't wait to play some..well not sure what games i'm going to get yet.



PS.. tried HWMonitor also. Here is a picture: http://imgur.com/PPcp8pz My temperatures went down randomly but this is just from being idle. I think my CPU may have been throttled because of the heat?
 
Solution
When in BIOS power savings functions do not work and it is normal for the CPU to get hotter there than in windows environment. That is where you need to take idle and load temps to find out if something is wrong. HWm is showing normal temps.

The problem isn't the power supply i'm almost %100 sure. Make sure the cooler is screwed in right. It shouldn't move much if at all when you try to move it a little. Also make sure the cooler is plugged in to the cpu header on the mobo, this way the mobo will control the temperature accordingly. Make sure it is NOT plugged in anywhere else but the cpu header. Sounds to me like it is not getting enough power or it isn't installed secure enough.
Ps: You should stay away from stock coolers, even if you arent going to overclock. Check out this amazing cheap cooler: http://www.newegg.com/Product/Product.aspx?Item=N82E16835103108

So I recently stumbled upon something! (1 minute ago) In the CPU forum main page, there is this link: http://www.tomshardware.com/faq/id-2122665/understanding-temperature-amd-cpus-apus.html
It seems that HWMonitor is incorrect..does that sound right to you? Now i'm getting these readings from these two utilities I just downloaded:

ASRock Tuning: CPU Temp: 37C right now, just browsing this forum.
AMD Overdrive: Thermal Margin: About 58.5C

Are these accurate readings? And even more importantly, are they good for just being on the internet?

Also...it says on Asrock tuning that my cpu voltage is 0.848 V..that doesn't seem right. It should be around 1.3 right? And the CPU speed is reading 1700.Mhz when it should be 3700...

Again, try the instructions I typed up. I use to think my bios was wrong when it was telling me it was at 90c, while it was actually correct. I had plugged in the cpu cooler cable on the wrong header. Also, DON'T assume your bios is wrong just because temperatures are crazy. Download something that tells you your temps like msi afterburner if you are really having doubts about your bios. Best of luck.
 


When on idle or low loads CPU speed and vcore drop so the reading you see are right. About the utilities having wrong readings it is known in many cases. Yur CPU really should thermal throttle before it reaches 90° so that sort of indicates that.
