New PC wont boot, single CPU LED flash on attempt then shut down

I recently finished putting all the components of my first build together. After the pieces were in place and I checked the cables were all connected I attempted to boot it. I switched on the mains power and the PSU, this causes a green light to turn on, on the GPU and the mobo however when I pressed the power switch the fans on the case and GPU turned VERY slightly and the CPU-LED on the mobo flashed red very quickly and then nothing happened, the fan's didn't spin and the PC did not boot. The green LEDs on the mobo and GPU remained lit despite the failure to boot. If I pressed the power button again nothing would happen unless I restarted the PSU.

Also I noticed that before I pressed the on switch on the case there was a slight buzzing sound coming from the PSU, this however stopped as soon as I pressed the on switch.

Specs:
- ASUS GeForce GTX 760
- AMD fx-8320
- ASUS M5A97 EVO R2.0
- Corsair 600W bronze semi-modular
- HyperX Fury 8GB DDR3 1866GHz CL10 (2x4 sticks)
