Hey, i just made my new build, 4GB RAM, FX-8350 and a bad GPU [GeForce 9400GT]. I will soon get 4 more GB RAM and a good GPU, but until then i decided to try out watch dogs. I had to do the dxcpl trick to get the game to run, because the GPU has dx 10, and it started, and eventually got past the loading screen. Look at the usage and the stats

I mean even if i did run it on a GTX 750ti [that's what i'm gonna buy] and 8 GB RAM, the CPU usage would be the same. Why is that happening? After a few minutes in game, the CPU reaches 62C [stops there, thankfully]. Why is that happening? Every setting of the game was on low, it even was windowed.

Solution
Try a different monitoring pgm. Like HWinfo64. See if that agrees with Speedfan. 97.3% CPU usage is way too high for that GPU. Unless the game is CPU limited.

My concern is: after i finnish the upgrade to 8gb ram and 750ti, will the cpu be used just as much? Also, i noticed that gpu usage remained at a low level, shouldn't the game raise it? On other games i get 100% gpu usage.

My concern is that you are using a fan control software to determine how heavily loaded your processor is .
Its telling you nothing . NOTHING

Use Overdrive

I did use AMD overdrive, and the same thing:

I kept SpeedFan open to see the temperature, because overdrive shows me the thermal limit, not the actual temperature.

Here's after closing the game

Is it supposed to heat up that much and use up that percentage?

Thermal margin is what you should be watching, especially with the newer AMD processors. That looks good in your pic you posted; in the 20s at 4 GHz at near 100% usage. So at least you know the cooling is working.
Maybe Watchdogs is a CPU limited (CPU intensive) game.

Thermal margin is the amount of celsius until the processor can't take it anymore. 62C seems quite a lot to me, and i have a stock cooler and plan to buy a better one, to have at least 50c during gaming. Anyway, i hope after getting the video card it will run smothly

Yeah, i think so, i watched the performance of the game with this CPU and it doesn't exceed 40-50%. Soon i'll get a good GPU and disable the DX tweak, and hopefully it'll run smoothly on a high-ultra combination.
