Need help with installing Windows 8.1, not sure if I have the right files, more within.

So I've planned on assembling my first build tomorrow, I have my final pieces (case, ram, hdd) coming in the mail tomorrow and I'm eager to put it all together, but I haven't exactly got the OS yet. My college has a software distribution on its website, and when I goto it, it has one called ; Windows - Off-Campus/Non-Domain - Windows 8.1 64 bit Student ....

It has three seperate downloads, win8_1_64.exe, extractWin8_1_64.bat, and install_64.wim

It says an Activation folder will also be created with osu_activation.vbs in it, and that I am to use that after the install to activate my copy of windows 8.1....

Now the only issue is I have no idea how to do this from a computer with no OS already on it...I've heard of converting files to IOS but I don't know if I can do that with these. I must admit I'm a little loss....Or would it be possible to download the WIndows 8 Enterprise IOS, put it on a flashdrive, then upgrade to this copy from that? Suggestions, comments, help...Heh, Thanks a bunch you guys

looks like you download the files then run the extrack.bat file and it should extracrt windows 8.1 iso file. then you use windows iso to usb tool to make a bootable usb stick. make sure the stick is 8g is sixe do to the iso image sometimes is to larger for a standard 4g stick. if you cant get windows 8.1 there windows 10 beta that free download right now.
