Issue in upgrading RAM on my HP Laptop

I Wanted your kind help in solving my Laptop RAM upgrade issue...

I have a HP Pavilion dv6-3049tx Entertainment Notebook PC
Chipset: Intel HM 55

This PC has 1066 clock speed 2 X 2GB RAM by default.
Intel processor page (http://ark.intel.com/products/49022/Intel-Core-i5-450M-Processor-3M-cache-2_40-GHz?q=Intel Core i5-450M Processor) says that the processor will only support 800/1066 RAM

(Unknowing about the 800/1066 limitation) I tried to upgrade the laptop by buying a new RAM - Transcend JetRam DDR3 4 GB Laptop RAM (JM1600KSN-4G)

After inserting the new RAM, i tried the Ubuntu memory test and the test sort of hangs at about 2-3 seconds ... Infect the page corrupts by printing some odd ASCII characters all over the page.

BTW, the BIOS show that a 4GB ram is present....

When I try to boot with Windows 7(64 bit home prem) it sort of boots half way and fails giving this Blue screen of death saying IRQL not equal or lower .. and reboots..
When i try to start Ubuntu (64 bit 14.04) the same happens...
I tried to use this RAM in all combinations...
Tried to change the slots... tried to use it with the previous ram almost every thing no luck?

Can you please help me with this? Is the new RAM corrupt, is it that the chipset/processor is not able to handle the RAM or is it some different issue?
I had heard that if the RAM runs at a higher speed than the processor/chipset can support, it will downgrade itself to work at a lower speed comfortably...
Or is it some SW issue and will get solved if I reinstall the OS(s).

It's HIGHLY doubtful that RAM is going to run correctly, if at all, in your laptop. You can however try booting into the BIOS and resetting to the default or optimal settings and then reboot to see if resets the memory profile. Or, you can attempt to go into the BIOS and see if there are any options to change the memory module settings to downclock them to 1066mhz, but that's doubtful as most laptops have very limited BIOS options so simply resetting to defaults is probably the best possible remedy, but don't be surprised that it fails to make a difference.

And multiply everything I just said above by double if you're trying to use the 1600mhz module WITH one of the old modules.

Thank you DarkBreez for your prompt answer... Really Appreciate..

Unfortunately as you correctly pointed to, my laptop does not let me change RAM clock speed in the bios... Any other way?
Or is the RAM chip absolutely not going to work for me :(
 
If resetting to default or optimal settings in the BIOS by entering the BIOS and pressing whatever button (Usually F5 or something similar) and then saving settings and rebooting doesn't allow it to be correctly profiled, then it just isn't going to work. You can also try updating the BIOS if there is an update available on the OEM website for your model. Sometimes that is an option that does work out, sometimes, it's not.
