Fan speed at start up adjustable?

Quick question regarding case fans.
I have a few Corsair SP120 Performance edition laying around just because they are too loud.
Since I have never heard anything that can stop fan spinning at its maximum speed at start up.
Just wondering if there's a way to avoid it? Will a fan controller do the job? or a High-end PSU?

I assume those are for the side or back of the case. If you have the room for a fan speed controller in front of the case then that sounds like a fun and useful addition to your PC. Most of them have the 4 pin connectors you need, so it's no hassle. If you will plug any of them to the fan headers on the board you will need to look and see if you can control the speed in your bios. I know I can control a few of my fans like the CPU cooler fan through my BIOS settings.

No you can't do what I said either way you mentioned. I mean by control the speed right at the moment when you power on. That's b4 bios or HDD power on. A fan controller is still drawing from the PSU. Starting current is much higher than your desired current.

I was imagine sort of mod between a fan controller and the PSU to limit starting current.
Or
A mod between fan and fan controller that can keep starting current low.
