I updated from windows 8 to 8.1 and now I can't access anything

Sorry to bother but I really need help. I bough this laptop roughly one year ago, It was made by Eurocase, it has 4gb of Ram, processor AMB C-70 APU with radeon(tm) HD graphics 1.00 GHz, Operative system 64bits Windows 8
For a long time, windows had been asking me if I wanted to update it to windows 8.1, to be honest I seriously disliked 8, It took away a lot of functions I was really happy with on widows 7, and since I heard windows 8.1 was more like 7 I tried to update since the first time, but whenever I gave It a try It would say I didn't have the authorization, even If mine was the only account on the computer that I created when I first started the laptop. I read online there was glitch on that and I wasn't the only one with It, but i really didn't care all that much and just didn't update it. Earlier Today, I got a notification for update like none I had gotten up to then, It said if I wanted to update, and If I did all I needed was to press accept and it will start, so I did and It started installing 8.1, a few hours later it was ready to go, but the moment I reached Desktop my icons disappeared leaving only the trash bin behind.
From that point onward I couldn't access anything at all nor use any of the programs I had installed before, I know my files are still in on the the computer, because, while normal programs don't start at all, portable applications work (that's how I'm writing this, I had a copy of Google Chrome portable on my pendrive) and with those programs I can see my files, but I can't open any folders with explorer, If I try I get the following message

Location Unavailable

C:\Windows\system32\systemprofile\Desktop (or whatever folder) is no available...

I have no idea what to do, I can access the control panel, trough an application that I had installed to emulate the old Windows 7 menu on 8, and windows Settings trough the windows 8 side menu, but I can't do anything from there, if i try pressing a button nothing happens, not even an error, just nothing
I also tried making another user, to see if the new one was functional, but I can't either, If I try nothing happens as well, It's as if I hadn't pressed the button at all.

I'm sorry if I'm not clear, but I really don't know anything about computers and don't want to lose my data, since it seems to still be there, so please ask me whatever might be necessary for you to able to help me

It's the same problem, but the difference is that I can't access the "config" file on System 32. If I try I get a "You don't have authorization to access this folder, press continue to get permanent access", but when I press continue nothing happens, then It repeats the same if It try again, so I can't really paste the Desktop folder
The problem is that the "security" system of windows Is blocking me from trying to fix anything, I can reach my files from the trash bin, making my way to my user folder, there I can see that I didn't lost a thing, but aside for that nothing, I can't use programs or change anything (my wallpaper is just a black square)
