{{{Help}}} Red lines and dots while playing Unreal Engine 3 games

So, I was bored one day and decided to jump back into X-Com: Enemy Unknown. As soon as the Intro finished, I saw that at the main menu, there were red lines and dots on certain areas of the screen. I decided to restart the game and see If it would go away, it wouldn't. So I gave up and decided to play some Smite. Same issue. Confused, I looked to see if any one else had the same issue. I couldn't find anything. So I decided to see if there was a connection in these games. I looked and saw that they both were running Unreal Engine 3. To test my theory, I loaded up another game, Nosgoth, which also ran Unreal Engine 3. It too had red lines and dots. I did notice that the red lines and dots would go away in Nosgoth if I had it set to medium graphics settings.

I play games on my laptop, which has Intel i5-3337U with integrated Intel HD 4000 graphics. So I'm assuming there is an issue with my graphics card. Yes, my drivers are up-to date. Any ideas on what to do?

Very weird, indeed. The integrated graphics on your cpu are truly integrated; there is no graphics card. If the graphics are bad, then the CPU is bad, too. As far as I know there is no way to install a video card into a laptop. So let's hope this isn't the graphics.
Do any NON-Unreal Engine 3 games exhibit this same anomaly?
Have you tried re-installing a previous driver to see if that cures it.
It could, maybe, be the screen/display, especially if other games have the same problem.
And my last suggestion for the night: it could be heat. Have you ever blown out the PC with compressed air., or opened it up and blown it out? Is/are the cooling fan(s) working?

I've checked all other games in my Steam Library. It only seems to affect Unreal Engine 3 games. I've tried installing new driver but it says "Your system does not meet the minimum requirements". I can try installing older ones. I haven't blown out my Laptop with compressed air. I was thinking about unscrewing it and blowing it off manually, but I wasn't sure if it was the best idea. All fans are working, but I did notice my Laptop was making weird sounds. I'll try those things out.

 
Before opening up the laptop to blow it out, how old is it, is it still under warranty? Opening it, if under warranty, might void that warranty.
Since you haven't posted the exact model of laptop I will assume it has a regular 2.5 inch hard drive ie. one with spinning platters. I mention this because you said it is making weird sounds; the only moving parts there-in should be the cooling fan(s) for the cpu, the spinning hard drive platters and your DVD drive if it has one. If you are Not using the DVD when it is making noises, and it is after it has fully booted, that leaves only the fan and HDD to make noise.
Start by using canned air to blow out the machine as best as possible; your idea of opening it up to clean it out is a very good one if it can be done. If you have access to an actual air compressor, after the canned air you can try that but don't set the air pressure higher then 40#.
As you have narrowed the culprit down to URE 3 then it probably isn't heat, but a good cleaning every now and then is a good thing.
Drivers: What drivers are you trying to install that give that message? It sounds like the wrong driver for your chipset.
Did you get it from the laptop manufacture's web site or from Intel?

Someone messaged me on Steam and found the problem. (Thanks you Sniper[bna]™ - http://steamcommunity.com/id/SniperBNAtm)

He told me to go into my Intel(R) HD Graphics Control Panel, and disable Anti Aliasing. It worked! I didn't even have to open up my Laptop.
He said: "The latest windows updates (800 Mb~) its the problem of this bug, what triggered a bug on Intel driver, hope Intel fix it soon, because I use AA on few games, and I hate sometimes see those giant jaw tooths."
