PC powers on and off several times before turning on and booting into Windows...

So... I asked for help here not long ago, got told I probably had a PSU problem so I RMA'd it back and got a new one yesterday. My PC is much more stable now, but I still have had 2 complete system shut off's in two hours, and to get it started again is a huge pain. When the PC shuts down on it's own(crashes) the PSU ticks on and off as it does when you hit the power button... It does this indefinitely until I pull the plug out of the wall. What on earth is going on? I'm going to go buy a multimeter tomorrow to test the PSU myself, any one ever heard of something like this? it's really strange and I haven't seen any threads describing this issue anywhere...

Intel I7 4790K, OC to 4.4 Ghz
16 GB G skill ram at 1866
4Gb Sapphire r9 270x
Asus Z97 Sabertooth Mark 1 (SSD, Mobo, Graphics card, RAM and CPU are less than 2 months old)
120gb Kingston SSD + 1tb seagate hdd
Asus wireless PCI N15
PSU is thermaltake 850 watt

I have everything outside the case, and last night I got the PC running, played some games, ran Prime95 for about an hour. Then I started playing a game again, and it crashed, turned off like it had been doing. So I went to bed pissed off. This morning the PSU won't even start if I jump it using a paper clip. I even tried a second motherboard, and nothing. It just ticks and click away, not doing anything. I'm so pissed off right now at thermaltake. They sent me a broken Power supply. Both times I've ever had to RMA something I get something back that's just as broken as the part I sent. I'm ordering a new PSU from someone else now, I'll be trying to get money back for the thermaltake unit. That company is dead to me.
