Maybe a stupid question about power supplies

ok so my psu broke in my pc around 5-6 months ago so i instantly went to find a replacement and i did i found this one: http://www.amazon.co.uk/gp/product/B00642F8AU/ref=oh_aui_detailpage_o03_s00?ie=UTF8&psc=1

After installing this one i noticed huge fps drops in all my games, i used to play battlefield 3 on medium settings and now i cant even play it on lowest settings and doing some research and asking about this in another thread i was told that the psu i got was far too cheap and now im looking for a replacement for it and i don't trust myself to choose one.

So now my main question was that does it matter if the fan on my psu points to the outside (fan is next to where you plug power cable in) or points inside down towards the bottom of the case?

side question: my graphics card is a gtx 660 and my cpu is an amd A8-6600k and in windows task manager it says my cpu and "disk" is at 100% when i play a game so could it be i need a new cpu as well? (and i dont know what disk means)
