whats the difference between pci-express x16 and x8?

i have my card running at pci express 3.0 x16 but it stutters sometimes.

so i put it in pci-express x8 slot and i dont get anymore stuttering.

could it be the slot thats broken or could it be the card thats damaged?

iv replaced this board twice im realllly hoping that the slot isnt broken.

how do i test this theory.

Simply speed. Concerning with PCIe slots that are have the length of 16x, the speed is the factor (x16, x8,x4). Yes, it's confusing and I would really like to meet the prick who came up with the length standard and speed standards for making the unit very similar.

As for a single card, I doubt there is significant performance difference between x16 and x8. But, it is possible for stability issues. If this is the second board, it's possible the issue was with the GPU. Make sure it's seated properly.

This is what I was talking about. There are two units:
A. 16x (8x, 4x) Speed
B. x16 (x8, x4, x1) Length

Graphic cards use x16 length. But the speed for each slot can change 16x, or 8x. So you can have a x16 running at 16x. Or you can place the GPU in a x16 that runs at 8x speed. However, you cannot put a GPU in a x8 slot. It won't fit.
