Building my own PC vs buying a prebuilt for lol and wow streaming and playing a max settings

What is the cheapest desktop I can buy that will play League of Legends on maxed out settings with good FPS. Also I would prefer to be able to stream on Twitch also. Any help is appreciated, and I would like to play wow at maxed settings. Just want to look at the cost difference as we'll of building my own vs buying a prebuilt. Since I've never built a PC before. My budget for the PC is $600-700.

CPU for Hyper threading if you want to stream. Would be better than a I5 45690k.
Memory a minimum of 8GB Ram for Streaming/Gaming.
HDD 1TB You can chose. If you already have one you can save money.
Video card.. I would personnaly get a better one but you have a restricted budget. If you want to go on WoW I would go for a better card. WoW engine struggle with FPS anyway. You will not get a full performance of the the best graphic card anyway.
