Problem:Pentium Dual Core E2140 better than C2D E8400?

Hi. My friend bought a motherboard with Pentium Dual Core E2140 clocked at 2.66Ghz last week. Then he bought an C2D E8400 and it was clocked at 1.2Ghz. He made it to 3Ghz but the computer didn't start, like the CPU is clocked at 5Ghz. Then I low it to 2.4Ghz and the PC worked. After 15 minutes I got the CPU can be clocked up to 2.66Ghz. The benchmarks show the Pentium is better than the C2D.I can't believe it! Please, tell me guys where is the problem. I think it is in the motherboard. Solution
Both processors are 65W and officially supported on that motherboard. If the motherboard works fine with the E2140 and not with the E8400, then the E8400 probably is defective.
