can you use 2 differant brand graphics cards at the same time

No, you can only use Nvidia for sli or AMD for xfire but i would suggest to use the 290x for a gaming pc and keep the 750ti for a movie entertainment build for you or someone else.

edit- if your moving from a 750ti to a 290x your almost certainly going to need a new psu so be sure you have enough 12v amps and watts

Actually you CAN use both of those at the same time, however not like you are invisioning. You can use the Nvidia card to run Nvidia Physx while using the Radeon card to do the work, but you cannot get them to run in crossfire or sli together.

It has been a while since I have seen anything about people doing it, but if I remember properly there was quite a bit of tweaking to get it to work, much more of a pain than it is worth if you ask me.
