New Sapphire R9 285 Frame Drops/Bad Frames

I Purchased a Sapphire R9 285 Dual X a few days ago and I am not getting the desired performance from it.
In battlefield 4, the game runs fine for a few seconds and skips frames/sort of pauses for a second and then again runs fine for a few seconds and pauses and so on... the Fps is pretty bad too... as compared to the benchmarks I have seen.. about half the frames in the benchmarks is what I am getting.

In Rome 2 the I am getting 30~ Fps on Low and ~27 on Ultra which is very weird...

The Frame Skipping/Frame Drops take place in some other games as well which are single player..

I am not sure what is causing this and whether its because of the graphics card ..

My system is

AMD FX 6300 OC`d At 4300 Mhz
ASUS M5A78 M LX
Seasonic ECO 600
Corsair vengeance 4gb x 2

I ve noticed in my desktop widget that its not taking 100% load constantly... its usage is flickering from 100% to 0% and vice versa..

The Drivers are latest.. 14.9

The temps are fine.. it doesnt cross 50c .

What could be the problem ? Is it the graphics card ? Could it be anything else ?

Please help I am really worried.
 
Uninstall the drivers with DDU driver uninstaller follow instructions dont update when it tells you to something should pop up asking you to go to safemode click yes open the application in safemode than click uninstall and restart after that download the latest drivers

I just started battlefield 4 and monitored the disk usage from task manager is 100% even after loading.. Is that a problem ?

Yes did that when you told me ..... still the gpu keeps peaking(continuously) and so does the hard drive ( at times )..

Hey i tried the heaven benchmark (1600x900/4xAA/Quality - Ultra/ Tesselation-Extreme) and my score was 1261 and avg fps was 50.1

does this mean that i can rule out the graphics card in this issue ?

I also tried a benchmark software called passmark and the ram results are pretty bad.. the latency is showing as 61 nanoseconds while according to their online info my ram should have latency of 25 nanoseconds.. .. so how do I check if the ram is ok.. I have tried memtest.. ran overnight and got 8 passes..

No... i cant :( what else can I do about it ?
Can problem in the hard disk lead to slow ram ?

Hey i removed the heat sink on one of my corsair vengeance as my cooler wasnt fitting inside.. the heat sink had gotten loose anyway.. so .. could this affect the ram performance ?

Done it.. no effect.. Tried memtest again.. got 6 passes in 12 hrs.. no errors.. pretty slow and it was showing my ram as DDR2 !!!?/
Its a corsair vengeance ddr3... astonishing !
I also tried using 1 module on 1 slot and then starting memtest.. on 1 slot it shows RAM : 800MHz (DDR1600) / CAS : 1-3-3-3 / DD2 (64 bits)
on the other one it shows RAM : 200 MHz (DDR400) / CAS : 1-3-3-3 / DDR2 (64 BITS)

same results using both modules on each slot.. Can you explain me this ..? and what should I do ?
CPU-Z shows the memory as DDR3 by the way

Ok i ll try and give you an update on that.. meanwhile can you tell me how and why cpuz and memtest are showing different configs of the ram ?

hey I changed the hdd.. still fps drops ...
