Mobo: The one I chose will allow him to overclock safely and well in the future. And the fx-6300 is really meant for overclocking.
GPU: bumped up to a 270x. It's $30 more but delivers awesome 1080p gaming.
PSU: better quality and semi-modular (makes cables easier to work with)
Case: better for cables and cooling.
HDD: Friends don't let friends buy Hitachi HDDs.
Does he need a DVD drive? You can install OS on USB drive instead. No DVD drive would save some money.

maybe High settings. but on 720p not 1080p. And I doubt it can handle good fps or explosions.

That is a very weird build. Based on the prices I see most things are way overpriced. The OP wants a good BF4 build and the one I listed is excellent for the game.
